O Mπιλ Κλίντον γεννήθηκε στο Χόουπ του Αρκάνσας. Αφού αποφοίτησε από το κολέγιο, εγγράφηκε στο Πανεπιστήμιο της Τζώρτζταουν το 1964. Το 1968 πήρε πτυχίο από κει στις διεθνείς σχέσεις και μία υποτροφία για διετείς σπουδές στην Οξφόρδη. Το 1970 επέστρεψε στην Αμερική και εισήχθηκε στη Νομική Σχολή του Πανεπιστημίου Γιέηλ. Το 1973 αποφοίτησε από το Γιέηλ και πήγε στη Φάγιετβιλ, ως βοηθός καθηγητού στη Νομική Σχολή του Πανεπιστημίου του Αρκάνσας, διδάσκοντας ναυτικό δίκαιο. Το 1975 παντρεύτηκε τη Χίλαρυ Ρόντχαμ, δικηγόρο, και απέκτησε μία κόρη. Το 1978 εκλέχτηκε κυβερνήτης του Αρκάνσας. Το 1982 επανεκλέχθηκε στην ίδια θέση. Υπήρξε μέλος του Εθνικού Συνδέσμου Κυβερνητών και του Συμβουλίου Δημοκρατικής Ηγεσίας (D.L.C.). Το 1992 κέρδισε τις προεδρικές εκλογές με το 43% των ψήφων. Το 1993 ανέλαβε επίσημα τα καθήκοντα ως 42ος πρόεδρος των ΗΠΑ. Το 1994 ξαναεκλέγεται πρόεδρος. Επενέβη στις διαμάχες της Βοσνίας και της Σερβίας (γιουγκοσλαβικό). Κατά το τελευταίο έτος της θητείας του ξέσπασε το σκάνδαλο Λεβίνσκι και αναγκάστηκε να ζητήσει δημοσίως συγνώμη.
